Fitzgerald graduated from the University of Wisconsin-Oshkosh in 1985. He joined the U.S. Army Reserve in 1981 and retired as a lieutenant colonel after 27 years of service. Fitzgerald ran the Dodge County Independent News in Juneau, Wisconsin, from 1990 to 1996. He also worked as an associate publisher. Fitzgerald was first elected to the Wisconsin State Senate in 1994.
