Franklin graduated from the United States Naval Academy and received an M.B.A. from Embry-Riddle Aeronautical University. He also graduated from the Armed Forces Staff College and Wharton's Executive Leadership Development Program. Franklin was a naval aviator. He was also president of an insurance and risk management agency.
